A percentage is always a percentage of something. In this section we introduce the meaning of the symbol and the fundamental rule that governs percentage increases and decreases. Finally, we see why an increase followed by a decrease of the same percentage never brings you back to the starting value: a fact that is anything but intuitive, which we shall find again in discounts, VAT and interest.
