The congruence criteria answer a practical question: how many, and which, elements of a triangle must one know in order to determine it uniquely? The answer is that three “right” pieces of information are enough. They are the fundamental tool of all first-two-years geometry: almost every proof reduces to showing that two triangles are congruent by applying one of these three criteria.
